Name that movie - aka. HELP!!

I got a flashback of a film I saw as a kid. It's a horror movie. Victorian England or New England. A wicked lady who makes a horse cart tip over and roll something over someone. A long thin road who gets awashed when the tide comes in. Very "classic" movie, not much gore as far as I can remember. The antagonist is an old lady, I think she wears white, and she kills someone in a boat at the very end(?).

If anyone remembers this movie, please help. :)

I get flashbacks of my childhood all the time. I don't make threads about them asking foreigners what my father had for breakfast in 1986.
