Every one on the internet can be traced back to their PC via their IP address. However, lots of people use proxies and trickery to avoid detection. People can be banned and identified via IP. Easy to avoid though. For example, by disconnecting this pc from the network card I am using and connecting to my second network card, I get a new IP address and so could re-register if banned. What this means is that banning people is pointless.
