The move comes at a time when Yahoo! Sports reported that the Heisman Trophy Trust would decide to strip the award from Bush. The chronology permits an inference that the Heisman Trophy Trust decided to take the award away, and that they gave Bush a chance to surrender it first.

my uncle in arizona worked for the government too going around in his truck checking for fruit flies. hahaha never saw any in the traps.

Owlmoth larvae in:
Trachelium
and
Leaf miner larvae inside the leaf of
Bupleurum (which are usually 100% of the time insect-free)
The insects are placed in a 70% ethanal/water solution and then turned into the USDA for final pest identification. We prefer the term euthanasia. My job description: "To prevent unwanted, non-passport carrying, no-visa holding, evil insects AKA "terrorist/pokemon" from entering the country."

I only inspect flowers now, but when I expected fruits, I found 3 fruit flies (though not the one of concern.)
Mediterranean fruit fly (SUPER SCARY EVIL TERRORIST. FBI/USDA TOP TEN MOST WANTED LIST)
Crimes: Destroying not only the cosmetic part of the fruit, but the WHOLE fruit itself by ruining the flavor... preventing it from being used as juice even. People fear this bug may one day make it too expensive to buy orange juice, that your grandkids might not know what orange juice is.
(Notice the distinctive "M" pattern on the wing, if you see this bug please call your local usda offices. TY.)
The ones I always found:
Caribbean Fruit fly (in guavas)
(Notice the different wing pattern)
Crimes: Destroys the cosmetic part of the fruit and prevents it from selling sold as fresh fruit, fruit itself salvageable as juice.
